GAPING HOLES IN WALLS, unfinished plumbing draining into the ground under the house instead of connecting to the city sewage system, unstable foundations or roofs leaking significantly worse than before work began…By now we have all heard a horror story or lived through an experience ourselves, of hiring an unlicensed contractor.
In the current economic climate it is understandable to want to shop for the best deal, but as many homeowners have learned, the lowest price doesn’t guarantee the best value. The savings of hiring an unlicensed contractor comes with many risks. Unfortunately, desperate times usually lead to unscrupulous activity. Robert Parrish, President of the FHBA (Florida Home Builders Association) said “Florida has seen a loss of 81,000 construction jobs in the last year.” Many of those people are now working without a license. In Northeast Florida the DPR (Department of Professional Regulations) office saw a 24% increase in complaints about unlicensed contractors.
Quite often homes have been left in ill repair with jobs half completed or never started at all. There are many cases where unlicensed individuals will take large deposits upfront and then disappear before work has commenced. Hazards such as poorly done electrical work or a badly repaired roof can pose life threatening hazards to your family. To make matters even worse, unlicensed contractors most likely will not carry the required insurance. So, if they get hurt while working on your home they can actually sue you!
According to Florida Statute 455.228, if you hire an unlicensed contractor the DPR may issue a “cease and desist order” and may also take you to Circuit Court. The Circuit Court in turn could impose a civil penalty of up to $5,000 for “aiding and assisting” unlicensed activity AND hold you liable for court costs. In addition, if you pull a permit for an unlicensed contractor, you as the homeowner are held responsible for the work done instead of the contractor. If the work is done incorrectly or never finished, you’ll have to pay even more for the work to be corrected or finished. You could also be held responsible to cover any bills due to unpaid suppliers or subcontractors.
If you are taken by an unlicensed contractor, you basically have no recourse. The State can’t suspend his license because he never had one to begin with. Complaints to the Better Business Bureau or other consumer protection organizations are futile. Generally the unlicensed worker will just change the name of his business or skip town.
Fortunately, there are very simple steps that you can take to protect yourself and your home. First of all, ask to see the State of Florida license and proof of insurance. It is suggested that your general contractor carries 2 million in liability coverage at a minimum. It is important that they have coverage for both bodily injury and property damage and workman’s comp. Take down the license number and go to www.MyFloridaLicense.com . On the website you will be able to verify the name and license as well as make sure the license is current. It is important to note that to complete work in the State of Florida the contractor’s license must be a State of Florida license. Next, be sure to get everything in writing, including a detailed description of the work to be completed and materials to be used, an expected completion date and of course the total cost. Ask for references. A good contractor will be able to provide multiple satisfied customers. Make sure that the contractor is licensed to perform the type of work that you need. A licensed electrician for instance should not be fixing your leaky roof. Avoid paying for the job upfront.
Hiring a licensed contractor will give you the peace of mind to know that you are getting a qualified technician with the right credentials and insurance to complete the job properly.

GET A PROGRAMMABLE THERMOSTAT.
If your home isn’t already equipped with an automatic thermostat, you should seriously consider making the switch. Just by setting your temperature two degrees higher in the summer and two degrees lower in the winter, your system will use a noticeably less amount of energy. You will also be able to set it to change the temperature or turn off while you’re out for the day or out for a week.

INSULATE YOUR WATER HEATER.
Unless your water heater’s storage tank already has a high R-value of insulation (at least R-24), adding insulation to it can reduce standby heat loss by 25 to 45 percent. Test: A tank that’s warm to the touch needs additional insulation. According to the U.S. Department of Energy, insulating your storage water heater tank will pay for itself in about a year. Choose one with an insulating value of at least R-8. Some utilities may sell them at low prices, offer rebates, and even install them at little to no cost.

Establish a focal point:

Something to consider is the possibility of lead exposure. In homes built before 1978, lead-based paints were used in construction. Any homes built in and after 1978 should not have any lead-based products used for construction as the United States Environmental Protection Agency (EPA), Office of Pollution Prevention and Toxics banned the use of paint containing lead.
Lead Exposure Associated with Renovation and Remodeling Activities, Home Services Report January 2000 (EPA 747-S-00-001) was a study by Battelle that was conducted for the EPA. The EPA, in conjunction with local State Lead Programs, provides realistic practices to ensure safety from lead exposure for our children. There are products and materials available that make the job of a healthy environment easier. In their pamphlet, Reduce Lead Hazards When Remodeling Your Home, (which is available on the epa.gov site listed above), the EPA includes a helpful and informative guide for protecting your children and yourself from lead contamination which includes:
1) Have a reputable lead technician test the paint in your home for lead. Contact Florida’s State Lead Program by calling (904) 488-3385 for a qualified professional.
2) Use industrial strength plastic sheets made of polyethylene that is 6 mils thick to cover or enclose areas in or around the home.
3) Do not use heating or air conditioning units to prevent dust or particles from getting in the system and then being deposited throughout the house.
These steps are the beginning of preparedness and safety in a renovation and remodeling environment for your children. Following them will leave you with a peace of mind and the ability to enjoy your home serviceelaxation.

IMAGINE SPENDING AN ENCHANTED EVENING STAR-GAZING, SIPPING A GLASS OF CHIANTI and lounging on the balcony of your Tuscan-inspired home. Florida landscape is dotted with homes inspired by the renaissance villas of Northern Italy. The Italianate style remained popular throughout the third quarter of the 19th century with designs often associated with the Italian Villa. However, the Italianate style brags of a more simple structure reminiscent of earlier times. Unlike the Italian Villa, Italianate style maintains a tighter, more symmetrical floor-plan.
Italianate homes have an emphasis on vertical proportions. Most Italianate structures are two to four stories in height and it is rare to find one of these homes without upper levels. The windows, which generally feature underlying Roman or segmented arches, are tall and narrow and are often paired. The exception to pairing the windows is the distinct bay window which overlooks the outside surroundings on one side of the home. The low- hipped roof further increases vertical proportions by remaining barely visible.
The most prominent feature of the Italianate style is often a tower or cupola located in the center of the roof, yet only a small percentage of these homes/buildings have the indigenous cupola. Italianate architecture is also distinguished by the large, bracketed eaves underneath the roof. The eaves appear in a nearly infinite variety of styles and sizes. Like the windows, the eaves are usually paired and are often positioned underneath a deep trim band.
Many of these magnificent structures have a balcony that acts as a balustrade stretching across the front of the house followed by an arcade porch that hangs over the doorway. Entryways often consist of paired, asymmetrical doors lined with arched molding that harmonizes with the windows.
Historians believe that the Italianate Style became popular because these buildings could be constructed with a variety of building materials and the style could be tailored to meet most budgets. Although this style remained all the rage in the United States until the late 1970s, you can still find Italianate buildings in almost all US regions.

According to the National Association of Professional Organizers (NAPO), “People hire personal trainers, life coaches, and image consultants to help them achieve their goals, so is there something wrong with you if you need professional help to get organized? Absolutely not.” As with hiring any other professional service, you need to know what services you need and which person you are most comfortable working with. NAPO suggests several questions you should ask a potential professional organizer:
1. What kinds of organizing projects do you work with?
2. Who is your typical client?
3. What are your specialty areas?
4. How long have you been in the organizing business?
5. Do you have any training or certifications in organizing or related areas?
6. Can you describe your organizing approach?
(consulting, coaching, hands-on, team organizing, workshops and seminars, training, etc.)
7. What is your fee structure?
8. What is your cancellation policy?
9. Can you provide references? (You should actually check these.)
10. How will this be different than me trying to do it myself?
If you aren’t prepared to invite someone home to see the chaos and clutter, you can always take steps to tackle this beast on your own. As with any project, patience and a plan go a long way. CLOSETS:
• Take a day to comb through your closet and remove everything you haven’t worn in the past year. Unlike wine, clothes do not improve with age.
• Because under-the-bed storage and drawers can be more convenient than the top shelves of your closet, decide which items need to be readily accessible – and make them so.
• Lighting in the closet used to be unheard of! You should be able to see what you have hiding in there, and you should feel invited to search it rather than fear
it. Consider installing effective lighting here.
• We’ve all been told to hang our like items together, so take this clean-out opportunity to the next levels and group your shirts together, pants together, etc.
Kitchens:
• Things that work together should be stored together… baking pans, electrical appliances, plastic containers (with the lids), pots and pans, platters and bowls, etc.
• Invest in some drawer dividers to keep utensils in order.
• Rotate food staples out of the pantry and into use! Create menus that help you to make sure you use up dated canned goods.
• Pay attention to the flow of activity in your kitchen. Try to store items based on that flow to minimize extra work (dishes/glasses near dishwasher, snacks in a convenient drawer or cupboard, etc.).
Desks:
• Keep only those things you use daily on your desktop.
• Create a paper-flow system for your incoming documents and mail.
• The in-box should be for unviewed items only; avoid looking at things and placing them back there.
• Follow through with the decision you have made about the documents and keep them off the desktop!
Children’s Rooms:
• Bins and boxes on lower shelves make clean-up tasks easier for your child, and thus you. Having your child label these things helps them to understand what goes there.
• Low hooks encourage your child to hang up sweaters, jackets, pajamas, and book bags, instead of leaving them on the floor.
• Take your child with you when you drop off donated items. Teaching them to part with things is better accomplished by showing them.
• Have your child/teen choose their outfits for the next day before they go to bed each night.
GARAGES:
• Determine how you wish to use the space, and plan accordingly.
• Get rid of things that don’t work and things that haven’t been used in a long time.
• Sort what should remain and then decide the proper storage containers or fixtures needed to organize your treasures. Clearly label all sides of containers for faster reference.
• Consider floor-to-ceiling shelving, racks, drawers, hooks, and pegboards in this area.
Always remember that getting organized takes time, so remain patient and determined in the task. Make an effort not to rush out to the store and buy up products before you actually assess what you need! Keep a pen and notebook handy as you sort through your spaces – keeping a list of what goes with what, where it should go, and how it should be stored will make it easier for you follow through with it. Consider taking measurements of your available spaces so that you can buy storage solutions that work with both your belongings and your space! Just remember that getting organized may seem like a hassle in the beginning, but the time you save once it’s done is worth so much more!

RENOVATING YOUR HOUSE SO THAT YOU CAN ENJOY IT FOR THE NEXT 20 YEARS CAN BE quite satisfying, but renovating to sell is a completely different animal. You’re the one who has to go through renovation process, while some lucky homeowner merely has to put the key in the lock, turn the doorknob, and viola – all finished. That being said, you can still benefit from the practice. Think of it as a mild audition. You may find a great color or general contractor that you can use down the road in your new home. For now, let’s focus on the task at hand. Your first dilemma will probably be how much money you should spend: spend too little money and your renovation looks cheap; spend too much money and you won’t see a return on your investment.
For the purpose of this article we aren’t talking about merely fixing a few windows and slapping a coat of paint or ‘staging’ your home. We are addressing a more intense type of home renovation that goes beyond a coat of paint and may cost in the four or five figures. Yet we are staying below the more expensive and labor-intensive renovation, unlike the $75,000 kitchen remodel that you’ll be doing at your next home.
Whatever the area of the house, keep these rules of “renovating before sale” in mind:
NEVER SPEND MORE THAN YOUR PROFIT POTENTIAL - This is pretty basic, but extremely important. Some home sellers consider it a success to spend $7,500 on a bathroom remodel if they recoup $7,500 from the sale. That is a loss anyway you look at it! Just think about it. You invest more than just dollars. It’s your time spent; on the phone with the contractors, leaving work early, cutting certified checks, choosing materials, functioning without that bathroom during the remodel and for what? To break even? Why?
KITCHEN AND BATHROOMS SHOULD REMAIN NUMBER ONE - The kitchen and bath are two areas that continue to be the main reasons why one house gets chosen over another. This should be where you spend the big portion of your renovating budget. Areas that tend not to have good resale value: media rooms, theaters, offices, attic or basement remodels, back decks, most backyard work, etc. If you’re questioning where focus of your kitchen and bath budget, look for big impact: countertops, cabinets, sinks & fixtures.
LIMIT HARD COSTS - Installing new solid hardwood at $19.99 per square foot is a hard cost – very hard. Renting an orbital floor sander and sanding your floors is a soft cost.
APPEARANCE, NOT FUNCTION - Appearance and first impressions are not negotiable in fact they sometimes may only register with home buyers on a subconscious level. A new water heater will not impress buyers. It’s better to put $1000 into paint or new cabinet doors…as long as your current water heater is functional. If the home inspector comes back and says, “The water heater is no good. I recommend replacement.” – No big deal. You’ll have the ability to negotiate an amount from the sale price. Without a great first impression, there won’t be any negotiations.
PAINT WORKS WONDERS - New paint, especially well-chosen and contemporary hues, will transform a house. Be careful of deep shades. Home renovations performed for the purposes of sale do not necessarily have to be your personal taste. You are trying to appeal to the vast majority of potential homebuyers.
WALK THIS WAY - If you have hardwood floors, then you are lucky. Severely worn floors should be sanded down with a drum sander. If your floors have only minor scratches, then a circular sander will suffice. Generally, wall-to-wall carpeting throughout the house is a bad idea, and the same goes for laminate flooring. Most home buyers will want to know what’s underneath it.
WHAT NOT TO DO?
• Going to desperate lengths to add more space--converting
a garage into an office.
• Windows you will not get your money back on these if done only for sale purposes.
• Removing period details that may have some worth - While
you may not see the beauty in that newel post, its intrinsic value will likely out-weigh your personal opinion.
• Pulling out lighting, unless it will be replaced by other lighting. Even bad lighting is better than no lighting.
